The primary purpose of this report is to provide infromation on what can be done to increase the well-being and productivity of the small farmer in the Third World. Particular attention is given to what, operationally, AID might contribue to the attainment of these objectives; this requires a focus on strategies for rural development, in terms of both project design and implementation.
