Many of the procedures in primary care are common to all levels of worker, so we have deliberately addressed it to any 'health worker' who can read this manual and who provide primary care, usually with little opportunity to refer children for help It is the outcome of an attempt to answer the question "What could a health worker reasonably do for the children who come to him, be they well or sick?'
