Legislators and Livestock: Pastoralist Parliamentary Groups in Ethiopia, Kenya and Uganda
Sustainable Agriculture, Biodiversity and Livelihoods (SABL)
This report looks at the potential of specialist groupings of Members of Parliament for promoting pastoral development and overcoming pastoral poverty and vulnerability in Ethiopia, Kenya and Uganda. The main challenges in pastoral development are related to policy and governance: conflicts and insecurity, livestock marketing, land rights, inadequate provision of services and infrastructure, drought and dependence on food aid. These challenges also depend on policy implementation; parliamentarians, who are involved both in making and overseeing policies, could plan an important role.
