This Framework is written mainly for those actively involved in rural land evaluation. Since most land suitability evaluations are at present carried out for purposed of planning by national and local governments, this is the situtaion assumed in references to decision-making, but the evaluation can also be applied to land use planning by firms, farmers or other individuals.
