One lesson of the recent crisis is that rual development cannot be sustained without putting in place a robust system of food security.  A lesson of the previous food crisis is that agencies very quickly take a view on what institutional changes are required to improve response but that their interest soon lapses.  Research is needed to keep the issues alive.
