This document identifies some ofthe problems of the PHC approach as revealed by a review of the first generation of PHC projects supported by the U.S.Agency for International Development(AID.) It is the first instance in which a substantial number of primary health care projects supported and assisted by AID have been reviewed and analyzed, with the intention of documenting lessons learned from nearly 10 years of Agency experience with such projects.
