As implications of policy and action diferge significantly, according to the gendered nature of local farming, insight in to the latter should be systematically recognized as the bais for any intervention by irrigation agencies. The assumption that farm decision-making coincides with headship of household misguides analysis in female, dual and male farming systems.
To conclude, the gender performance indicator for irrigation highlights that gender always needs to be taken into consideration. The challenge for the coming decades is to answer the question how.
