This report has a threefold purpose.  First, it seeks to impart to policymakers and administrators knowledge of how to approach the measurement and valuation of environmental elements within development projects.  This report will illustrate the issues in the context of particular projects.  A second goal is to explain why some projects are environmental " successes" and others are "failures":  This is the socioeconomic aspect.  Technology, community involvement, adequate appraisal, monitoring, and evaluation are all relevant issues, and experience from the case studies is reported.  Finally, it is hoped that the repoert will provide pointers to policymakers on how to frame projects so that environmental damage is minimized and sustainable development ensured.
