The purposes of this reference manual are several.  Firstly, it is designed to provide an historical, developmental and conceptual context for understanding agricultural extension and its role in the agricultural development process.  Secondly, it considers the potential clientele to be served by extension in developing nations and, based on other studies, suggests that previous approaches have not adequately reached different client groups and that alternative approaches are needed to achieve broad-based agricultural development.

The reference manual is primarily directed toward extension practitioners in developing countries, those individuals who have the responsibility of organizing and carrying out extension programmes.
