El SICA implica el uso de una combinación de prácticas de manejo que optimizan las condiciones de crecimiento de las plantas de arroz, particularmente en la zona de las raíces. Fue desarrollado en Madagascar a principios de la década de 1980 por el padre Henri de Laulaníe, un sacerdote jesuita que pasó más de 30 años en ese país trabajando con agricultores. En 1990, la Asociación Tefy Saina (ATS) se formó como una ONG malgache para promover el SICA. Cuatro años más tarde, el Instituto Internacional de Alimentación, Agricultura y Desarrollo de Cornell (CIIFAD), comenzó a cooperar con Tefy Saina para introducir el SICA alrededor del Parque Nacional Ranomafana en el este de Madagascar, con el apoyo de la Agencia para el Desarrollo Internacional de EE. UU. Desde entonces, se ha probado en China, India, Indonesia, Filipinas, Sri Lanka, Bangladesh y otros lugares, con resultados positivos.
